Distribution pipework maintenance and pressure test

British Compressed Gases Association (BCGA) Code of Practice CP23 refers to the application of the Pressure Systems Safety Regulations 2000 to industrial and medical pressure systems installed at user premises.

Appendix 5 of this document states that pipework that is downstream of a regulator is not subject to a Written scheme of Examination but requires regular maintenance and pressure testing.

It states that pipelines should receive an annual leak test at operating pressures (often referred to as a pressure test) as well as a visual and functional check of all components. This is regarded as the minimum acceptable.

Additionally, the Provision and Use of Work Equipment Regulations 1998 require risks to people’s health and safety from equipment that they use at work to be prevented or controlled.

In general, the regulations require that equipment provided for use at work is:

  • suitable for the intended use
  • safe for use, maintained in a safe condition and in certain circumstances, inspected to ensure this remains the case
  • used only by people who have received adequate information, instruction and training and
  • accompanied by suitable safety measures e.g. protective devices, markings, warnings

Consequently, pipework that carries gases or cryogenic liquids under pressure must be suitable for the intended use, safe for use and maintained in a safe condition.
