What are the HSE looking for with respect to Pressure Systems /
Piped systems?

HSE logoWith respect to PSSR, investigation shows that the important points HSE Inspectors are looking for under the regulations are:

  • The basis on which the safe operating limits of the system have been established (Reg 7)
  • Possession of an appropriate Written Scheme of Examination
    (Reg 8)
  • Proper and timely inspection and maintenance (Reg 12)

The Regulations confer certain powers on the HSE Inspector, they can:

  • Give advice during a site visit and insist on improvement(s) when appropriate
  • Issue a Legal Notice on the owner/user of a pressure system / piped system, giving either:
    • 21 days notice to carry out corrective action or
    • a Prohibition Notice which stops work immediately - in other words, they can close premises down under these regulations
  • Carry out a Prosecution

A successful prosecution by the HSE through Magistrates Court carries a maximum fine of £20,000.

A successful prosecution by the HSE through Crown Court provides for an unlimited fine and / or imprisonment for the responsible people (usually the MD or General Manager).
